If people dont belive in carriers, why not give a race carriers or just the human player, and see how that works out

One more thing... Sense when would you be able to get away with cutting off your Intelligence spending when you reach the advanced state? That should require maintenance, and degrade if you don’t fund it or the enemy's counter intelligence dominates yours. That’s just a multi level front.
For one, the spies get more expensive, and there isnt a way to save them if they are about to be killed. So it’s a one time shot to a more expensive and less effective funding. In all reality, you shouldnt have any idea what your spies are doing. The US dosnt have a clue what most of the CIA are doing around the world, much less the covert ops going on in other countries. Because this happens to everyone on the board and not just the player, it’s pretty reasonable. Though you should get all your military ships and whatnot back, they serve you and are under contract. If the Rebels have any cash they will instant buy ships, as well they should! All your money isn’t on just one planet. Balance VS specialization is always an issue. Primarily its what the danger is however. I use a balance perspective until I have control of all the planets I’ll have for sure. Then I go into care. I look for natural bonuses each planet gives then number of tiles I have to deal with, then the Population limit for that planet. They are playing a more significant role now it seems. With the new options to customize your foe, having major and minor races at the plate the possibilities are almost endless. I wonder if any work will be done regarding open boarders, though sid probably has a copy right on all that...
I was playing DA and noticed the top of the most powerful Civ's was one of the minor races. Has this happend to anyone else?
I use the Snathu pic and called them the Fuzzy-wazze. then I up the Planet quality and diplomacy. Always thought it would be funny if the univers had little bears takeing over the galaxy.
I can understand keeping the Starship bonus to that planet, but thats a little tedious, especially if you have made another planet your primary starship factory. I would think the bounus would be avlible to your civilizations. but thats just and opinion. Also, this seems like a trade item too me, its a bonus you get when you make deals with pirates. so shouldnt you be able to share that with other friendly civs?
the new facteries and research centers increase the out put by a %. having a level 1 factory will give you a 1 to 1 research. but having a factory with a 20% bonus will give you an extchange of $1=1.2 research. 5 factories with +20% will give you a $1=2.0 research. same is true for factories and other centers.
Thats pretty crazy to hear about, I remember dealing with pirates in GC1. that and random monsters floating around were always left me for a mysterious galaxy. GC2 seems kinda dead except for the civic's. I wonder if it would be possible to have the Pirates spawn like they did in Civ 4. basically you left an area unexplored for a period of time the pirates would make a small camp and cause problems from there. Would make sense for pirates considering the vastness of space.

I never liked being able to see spies on planets. or even giving them assignments. because if you know where they are and what there doing, so does the enemy. I liked this whole thing better when it was kept in the back round. however i did want to hear about what they did more. such as destroying/ capturing enemy ships, creating unhappiness ect so i can see whats going on. I don't know if anyone played Super Power2, but it was cool to see your spies in action. but again you had to deal with
