If you see a class 26 planet, though, that's a good time to buy a colony ship and send it over there. Maybe stick some extra engines on it, too (but make sure to have enough life support so it can get there...).

In a couple of the games I've played, the Terran AI really seems to like Space Miners, to the point of clogging up a whole planet's starport with ten of them. Why does it do this? Should I submit a report with some save files?
Some minor suggestions on weapon naming: 1. Particle Beams should be given a different name, since it was already used for the basic weapon (the first one you research). Alternatively, call them Particle Beams II/III/IV instead of I/II/III and mention in the flavor text that we had Particle Beams before. 2. The way the Arceans skip Railguns I and II is interesting. However, they shouldn't call them Railguns MkIII; after all, [I]they[/I] never had a I or II. Possibly the III-

I think there should be drop-down boxes for technology trading and technology theft, so you can set them to fully active, active only for techs you can research, and fully inactive (each separately).
That's an interesting one. The Dark Yor achieved enlightement, apparently, and this gave them a bunch of high-end techs. They were willing to give them to me in exchange for the vast stores of relatively junky techs I had, so now I have ships with Black Hole Eruptors and nothing can challenge my power (well, the Dark Yor might have, but I destroyed them before they built any attack ships to worry about). Is that how this event is supposed to work? I suppose this might explain some of those '
I saw a Torian planet where they apparently thought an Omega Defense Center would be good to build on a +300% manufacturing tile. Yeah, I'd like to get rid of that. ...Well, I did get rid of it, along with the rest of the planet, with my Terror Star, but that's beside the point.
Dread Lords are still pathetic. I crushed them like a little bug with one transport (they sat around for 10 turns or so). Also, they need the extreme-environment techs; Amalda was radioactive and they had built absolutely nothing when I got there. They hadn't even started their Habitat Improvement at all.
It seems like it should, since they both do the same thing and the Temple is superior in every way.

There is a vast difference in the computer AI depending on the difficulty level chosen for the game. The higher the difficulty level, the better the computer players are at dealing with any challenges. At low difficulty levels, the computer players can even be lobotomized, and continue to research Phasors VII rather than get a cure to that Syphilis problem they picked up on the Planet Thalas. <A href="https://www.stardock.com/products/sdce
Also, in Civ IV I don't believe your borders can surround someone else's city, as opposed to GCII where you can certainly surround someone else's planet with your cultural influence. There would be quite a problem if they couldn't get to their own planet...

Ba'al should probably be included; maybe he can lead the Trust? We can have more than ten races; DA supports an unlimited number. For DA, super abilities are also a factor, so we'll need to pick those for the major races. I had some thoughts on those in the other topic (https://forums.galciv2.com/?aid=132053).
If a Minor civ gets to own a certain number of planets /systems (random number, lets say 6 planets, or so- the most I've see so far was 5 by the Akilians) there could be a 1% chance per turn that it ascends to become a Major Civ . I.e. if it holds those 6 planets for at least 100 turns it will very likely ascend. A note on probability: this is not as likely as some might think -- it would be approximately a 64% chanc
Minor races neither generate (until a major conquers their planet), nor are affected by influence. So all those influence starbases they are extremely fond of building are totally wasted, apart from increasing range. Hmm... I think I have a theory. Maybe there's something in the AI code that says 'I don't have enough influence, so I should build an influence starbase.' In that case, they'll build influence star
I did some research on the effect of buying research labs. You can do research without a research lab. With research spending at 34% and no research labs, the Basic Logistics tech takes 13 weeks. Buying a lab reduces that to 11 weeks. Buying a second lab reduces it to 9 weeks. Sounds good. Setting social production to zero is fine if you remember to turn it back up when you want to upgrade buildings. By the way, you say you have no other planets, but shouldn't you at least have Mars?
It sounds like you started the new game without actually exiting and restarting the game, so certain things may have been retained in memory? Personally, unless Control-N'ing, I always close the game completely and start fresh, just to make sure it is 'fresh' initial conditions I am starting with. I didn't change anything about the Altarian Resistance but the name, though; I left the portrait alone.
I played a game as the Altarian Resistance, but renamed them back to 'Altarian Republic' because I don't think 'Resistance' feels quite right in a sandbox game. After I won that, I started another game as the Krynn. When I encountered the Altarian Republic (still renamed), they had Eleys Mue's still graphic, but Netro Mancer's animation. Not quite sure why this occurred, but it's a bit odd. I thought you ought to know.

Well, my guess is for question 1, as you get different beam weapons, they look different. I know they do for Plasma, Phasors, etc., but these both occurred with Lasers (I checked the ships).
I just have a couple minor questions: 1. What determines the laser effect? Sometimes my (and others') lasers fire one red beam, but sometimes they shoot purple bursts (similar to those I see in invasions). I've never seen any other weapon with multiple effects, so I was curious why this occurs. 2. What determines the weapons used in invasions? I'm usually using beams, but I've seen others fight me with beams or mass drivers. I know the Dread Lords use giant purple beams, but
