Simply add the option to pre-order without beta access (deferring charge to release), or pre-order with beta access (with an immediate charge). Some people do not see testing a game for bugs to be "something extra" ... well maybe extra hassle in their lives. I for one, enjoy beta testing, but two of my buddies hate it.
