I *LOVE* the ship builder, and I would absolutely sign up for a pack full of stuff for it. That said... without knowing what kind of quantity you are talking about it's hard to say. Nine bucks for one new hull of each size and a dozen or two pieces of jewelry? Nope Nine bucks for a couple dozen new hulls and a ton of jewelry? In a heartbeat.

Have it be a five tier research off of Advanced Computing, each level lets you add a module called Tactical Computer I-V (obviously) to the ship. How about a module that allows you to 'hold' X amount of social production. Essentially it would be a material ship, let's say... Material Module Size: 25 Cost: 75 Stores up to 40 points of Social production. When a ship with a material module is in orbit around a planet Social production will first go to filling up that module. I've also accidentally moved ships I didn't intend to when I've tried to correct the moving ships course. It'll be moving, the fog will roll back and I'll see something I want to blow up and as I click on it the ship runs out of movement and now some ship halfway across the map is randomly flying around

I concur, if you have a huge or giagantic galaxy it can seriously take a LONG time for all the ships to do their thing.
I concur, I've seen some AI races just commit suicide by declaring war on me (or others) who have multiple allies. I've also had several of the 'long distance enemy never sighted' wars as well. Heck, I've even had a couple combined where a race I've never seen declares war on me and my allies beat the snot out of them without me ever even getting to see a hostile ship. Another idea would be to let you place multiple contructor modules on a single ship allowing for multiple upgrades. The mechanic is already in the game, it just doesn't seem to let you actually *USE* any past the first. Not only would this cut down on the need to build a million constructors and constantly micromanage them, it would also make things a bit more interesting. One thing that would be spiffy is if you could build a new tile on a planet called Starship Drydock, where ships in orbit around that planet can be upgraded for far less cost at the tradeoff of taking two or three times as long. It could perhaps have the added effect of making ships in orbit repair faster as well.
