In version 1.31, I discovered how to play. Go to the "Device Manager" and disconnect from the Internet so I could safely disable Norton Internet Security and Norton AntiVirus Auto-Protect. GalCiv2 did not like them running in the background. My first 1.31 game was a "Gigantic" galaxy size in which I ultimately had about 130 planets and scored a Technological Victory. There were dozens of ships, dozens of constructors, and numerous rally points. All was well. After upgrading
