One further item I found last night. If you have 2 constructors on the same square, you can't build a starbase. The game wants to give you all the fleet management menus for building or creating a fleet. I just wanted to build a starbase, and had to fly one of the ships a square away before the options to build would be shown.

This is just a conglomeration of many of the thoughts I've had playing Beta 4. Beta 4 was my intro to GalCiv2, so some of these may have been mentioned before or suggested other places. 1) I can't load the game from the shortcut.
