Unable to use logons in OS Customization WinCustomize Forums

Can Anybody please help me I have downloaded some logons from wincustomize.com in the form of zip files it contains some bmps,a configuration file named as theme.ini, a UIFILe.OLDLAYOUT I don't know how to install it or use it
