How to creat boot screens... in Skinning WinCustomize Forums

I am looking to create my own boot screens, but I don't know what program to use... Can anybody tell me what program I can download that will allow me to create my own working "*.bootscreen" files??

I am a huge fan of secret government organizations and I live in Canada where "CSIS" rules the world of secret government stuff. Could anyone create a "CSIS" boot screen for me please??
