I'm a returning Gal Civ 1 player as well. I also heard about GalCiv 2, and the GalCiv2 website, from the GalCiv 1 website. I heard about Gal Civ 1 first from the MOO 3 box insert, but didn't really look into Gal Civ 1 until I saw a banner for it on Gamespot. I then hung around the Gal Civ 1 website and read the reviews for the game on Gamespot and Gamespy.

I'm not using the beta patch, but on 1.0X.1, my home planet, a class 11, had a cap of 10 billion, and a class 12 planet of mine had a cap of 5 Billion. By adding a farm, I've so far gotten my class 12 up to 7 billion. Unless, they've taken off the population cap in the 1.1 beta, that's what farms do, raise the population cap on the farm. I talked to the Snathi in the Diplomacy Screen, and asked them to give me Missle Theory, and they said "Very well, we will give you tribute this time." However not only did it still show Missle Theory still on the Snathi's side of the screen, but I also did not receive the Missle Theory technology.

If you have a high enough diplomacy skill you can actually buy the computers money. You can ask for 10,000 from the computer in exchange for 3000. You can continue to do this until you've absorbied their entire stock pile of money for free. This was done on Normal difficulty.

I'm playing the game on Simple setting (still learning the game) and after I had a Defender ship blow away the Andinians' three scout ships it had orbiting Andinian IV I asked the Andinian's to give me Andinian IV as tribute, and they agreed to give it to me. Great. Only when I go back to galaxy mode, it shows the planet still under the Andinians' possesion, and when I go back into diplomacy mode, it shows the planet under their possesion still as well.
