It works in 1.5 now, because it didn't work before but it still doesn't work in 1.9. Could there be something else?

My dock is running on the english version of XP Pro SP2. I tried to enable it on both the normal dock and the tabbed one. Nothing on either. I made a new dock with only the system tray option enabled with no other icons. That hasn't worked either. Yes, I do have the MCP running and I have StarDock Central working. Still nothing.So, what am I doing wrong or what am I missing?
