A better suggestion might be to limit a race's capability of building starbases in YOUR territory. Personally, this annoys me to no end when my neighbor starts dropping influence starbases around my homeworld, and I don't want to blow them up because we're holding onto a tenuous peace while I out-tech him... Personally, I have never liked the hero concept in large-scale strategy games. They work great in tactical-level games, but in grand strategy, everything is abstracted to such a great level.
