The bug still appears to be present in the latest build. I experienced it again while running 2.02.030.

I have been running version 2.00.028 of ToA and have been seeing this crash. Disappointing too, since it occured early enough in my current game that the Dread Lords could actually be scary! ;) I'm installing version 2.02.030 right now, but looking at the change log for 2.01 and 2.02 I didn't see any reference to this bug.
Hotseating the original Reach for the Stars. I usually played a race named "Cute Furry Pacifists." The CFPs often failed to live up to their name, however.
This bug also existed in the original Galactic Civilizations. It seems like it should be an easy fix; setting a flag or resequencing the order in which the game performs its between-turns calculations. But without knowing how the code is constructed, it may be that the issue is very complicated. The bug may be buried so deep in the 3-year-old code ported from the original that it's not something that can be easily fixed without breaking other elements of the game
I also game on a Samsung DLP at 1280x720 (mine's only a 50" though ). I was able to run Galciv2 just fine by editing the My Documents > My Games > GalCiv2 > Prefs.ini file. Make the following changes: DisplayWidth=1280 DisplayHeight=720 Fullscreen=0 That was all I had to do. Just so you know, you will still get an error dialog each time on game startup that states:<br/
I've run into the same problem. I started a new 1.20[b].009 game. The Ship Designer functioned normally until I was about half-way through the Tech Tree, and immediately after I had obsoleted several ship designs, though this was not the first time in this new game that I had obsoleted designs. Now whenever I upgrade a design, all of the jewelry components are automatically removed from my ships. Functional components remain on the design. I have tried quitting out of the game a
