I have almost exactly the same issue, also running Win7 64-bit with an nvidia card (8600M on the notebook I'm on at the moment), and would like to try the same fix, but I can't figure out how to set the game to match my desktop resolution when I can't get into the game to start with.

It wouldn't be fun... There's your answer. If a game stops being fun, why play? =D If the AI declared war every time you controlled 75%+ of the galaxy, what's the point of leaving that victory condition enabled?

While we're talking about the shipbuilder... my personal nitpick, aside from those mentioned here already, is removing something that has something else attached to it, especially as I've occasionally had this happen on parts that had no hardpoints (support modules) that I just placed but couldn't remove. Instead of it just saying "no", there should be a popup "That part has other parts attached to it. Do you want to remove those parts as well, or cancel the removal? {Cancel} / {Remov
