Ressourcemining starbases work for your whole empire, not just for what is inside their influence sphere. So don't worry, your class 26 planet gets the bonus. Hmm. Okay, then what _is_ limited to their influence sphere? The bonusese from modules?

If the range is fixed, what determines it? I've got one with a range of 1.7, and another with a range of 2.5... the one with 1.7 was built early on, so should I destroy it and build a new one?
