I'm just going to throw this one out there for the history buffs as we seem to be focusing more on what the battle resolution engine does and doesn't do. For me, the must have is wasted resources. The ability to reallocate waste on a planetary level by having tech/military/econ show up as production options, even if these have to be researched. Failing that, simply not drawing from the money pool - surely that can't be hard to implement?? Ideally on this, the ability to override galactic allocation levs on a system basis. I decided to download the game rather than purchase a boxed version. I really miss having a "proper" manual - the pictures (e.g. technology tree on page 38) are completely illegible - I though it was my printer having an odd day but looking at the original PDF it too is illegible. Is there any chance of getting these updated?
