By "ideology" I don't mean a well-defined "ism". I mean an (often vague) opinion on whether a policy is right or wrong. Except for vegetables, everyone has some conception of the broader way the world works, even if that conception is simply "anything goes."
And I suppose that these rules are only truly applicable to large societies ("large" in the mathematical sense). But then, so is the entire practice of modern politics. Once the granularity of individuals takes over, polls and platforms and everything else becomes useless as well.

The whole point of that fancy word is to call out folks who are being methodical about how they interpret and communicate about civic affairs. How you make the distinction is a valid matter of debate, but I do think there's a qualitative difference between someone who is conscientiously attempting to apply a formal world view and someone who is simply responding to events without hesitation or contemplation.

I suppose maybe the wording should be tweaked. The point I was trying to get across with the original rule was that there is really no such thing as a "neutral" or "nonpartisan" person or organization.
