@Quixen This thread has gotten pretty long and can be hard to understand, with the diversions here and there. Wish there was a way to just take the pertinent info and delete the rest once it's no use anymore.

From someone who has already voted "in his Empire" both for support for a Council AND for those whom I'd support to represent me (I've excluded myself from consideration), let me state that I want someone who I trust (duh), who will be active in the council, and will convey the concerns of the council to me (the guy who can't spend 3.5 hours a day lurking here and following the latest/greatest news items of the day).

That having been said, I think that we have a very good "core" of 4 or 5 individuals here that need the extra little "push" that I am "oh so willing" to give. KISS (K.eep I.t S.imple S.tupid!) is the order of the day! Having a constitution seems a bit beyond the KISS principle. A simple agreement about the number of reps, who'll they'll be from, and what the required % for a passable vote seems the simplest and easiest way to determine it.

This is the proposed constitution written by Mumblefratz. It should answer your questions. A lot of what was in the earlier stages of this discussion was just a bunch of ideas that has pretty well been decided to be looked at by the council, once formed.

We, the active members of the Metaverse, as represented by the four founding empires: B.C. Space Orca’s, The Galactic Diplomats, The High Command Hegemony and Arrakis Imperium, have approved the formation of the Metaverse Council. The purpose of this Council is to increase interest and participation in the Metaverse by the general Galactic Civilization II community. To achieve the stated purpose the Council is presumed to act with the combined weight and authority of all those the Council represents. This document defines the rules under which the Council must act and requires ratification by all four founding empires. Once ratified these rules may only be changed by an 80% majority of the Council itself.

1) Any and all votes that require a change to the status quo require a 70% majority of voting representatives. The votes of all representatives carry equal weight. In such a case where no status quo exists a simple majority of voting representatives is sufficient.

2) Initial representation shall consist of 2 representatives selected or elected from each of the four founding empires. The nature of the selection of future representatives and the inclusion of future empires in the Council shall be determined by the Council itself, but the inclusion of representatives; unaligned to any empire or from empires deemed too small for direct inclusion in the Council, is to be a priority.

We are actually trying to construct a council which will evolve to include them once the formalities of establishing said council were finalized. Correct?

I really believe if this is done correctly, and posted for all to see, the final document or the Magna Carta as Mumble would like to call it, should sell itself. At least that is what I hope for.

This is the best yet.    I know it's jumping the gun but I propose that this be adopted as the "official" motto of the metaverse council. Now we just have to wait until we have our duly elected representatives to vote on it.

Sounds good. I think that we need take care not to get "bogged down" in wording. The sooner we can get the council rolling, the better. Remember, this is not "The Constitution" or "The Magna Charta" (excuse my spelling) - so we don't need to worry too much about long term implications or details. These can be addressed as the need arrises. Remember, anyone can withdraw from an empire that they fill is not meeting their needs and desires. Also, an empire can always withdrawl from the council if it feels that the council is not acting in the best interests of the Metaverse. This is a game for fun.

Weve had a tough time doing this. Too many questions and we dont have the answers yet. Add the fact that few people read more than maybe the first page and youve got yourself quite a lot of restatements going on. With only about 3 people to answer them.

Yes, this has been difficult. I think a lot of good effort has been put in by a number of folks. I'm sure this has been as difficult to read as it has been to write. If folks missed a post or two or are guilty of only skimming something that we may have considered important, it doesn't really matter. The fact that many folks simply took the time to read even some of these overly long winded, sometimes pompous posts is a credit to their interest.

Since the alternative to not reading every word in a thread is usually not reading any word in a thread, I thank everyone for the attention that this has received as well as everyone that took the time and effort to pose questions, even if it was aggravating at times having to answer all of them.

Please forgive the apparent impatience of my young friend here and chalk it up to the exuberance of youth. He's obviously intelligent, just lacking in the life experience that puts everything into context.

I just thought I'd throw into this that I could possibly be hosting a mod metaverse over on TBSModder, depending on whether CriElf has time to throw in a minor update to the game that sees the endgame stats recorded in an xml file. I haven't a clue ATM how I would go about this, but it remains a possibility.

This is very good information and something that we're very interested in. Please keep us informed. This thread will probably fade away as it has served it's purpose. Just look for a thread in the metaverse forum that references the Metaverse Council. We're probably setting up a number of these but at the moment the suggestion box is the only one up. Put it in whatever thread seems most appropriate, if none seem appropriate then put it anywhere we'll notice it. Thanks.
