neutrality research center doesnt replace discovery spheres and some other issues

The neutrality learning centers produce 22 research and cost 4 maintenance, discovery spheres (the normally highest level research structure) produce 18 research and cost 4 maintenance... There is absolutely no reason why they should NOT replace them and autoupgrade on all planets (not to mention its annoying having them both on the list)



Also secret police only gives a +20% to morale (and is a superstructure)... this is a fraction of a regular moral boosting structure (ex, VR centers give +60%)



It will be great if there was something you could click to be taken to the next planet with an empty tile.



And choosing neutrality automatically gives you the equivalent of orbital terraformers, except its far FAR cheaper to research and construct. Do you even have to research the entire terraforming tree? why not just go straight with neutrality.

Clicking on "reset" when selecting traits for the terrans in the official campaign refunds you with the full 10 points, but leaves you with several bonuses (selecting a new bonus and then deselecting it overwrites it and properly resets the selection).

2. The secret police gives the bonus to all planets, i think. While the vr only affects the planet it is build on.

4. no you do not have to research terraforming at all if you go for neutrality.

5. same with saved custom race that got an old bonus like +15% weapons. at least it works with the custom race you last played.

Some of the Races have 'free' bonouses, I think it may be a way of making up for them not having as wide a selection of starting techs.

It's easily changable in the .xml, go do it yourself. The problem is most people get NLCs way before dicovery sphere, and the "upgrade from" tag is therefore unusable, since you can't just use any one structure.

No, it does not.

Secret Police is completely useless except when you are desperate to save a planet from culture-flipping to someone else, because it completely prevents culture flipping regardless of morale, if I understand the description correctly.

Lol, isn't there enough posts about the damn NLCs? Get over it people, or change it yourself. So you gotta take time out of your "busy" life to upgrade them manually *tear*....

The automatic Neutality Terraforming? yeah, it's a BONUS, i'm sure the Evil guys aren't complaining about their outragously powerful weapons.....

C'mon people, quit whining about these things, it's old news.

We dont talk about free bonuses (or boni). we talked about bugged boni cause they were added to a (custom) race b4 they changed the bonus values. this way races can get a bonus without being able to select it. and they are for free cause there is no entry for the cost of the bonus. they can still be removed by selecting another bonus of the same type but the free one will never come back unless you reload the race.

saying "fix it yourself" or stop whining is just worthless trolling... this is the bug report forum, if you have a bug report to make, make it. If you feel like the bug isn't severe (which, admittedly, it isn't) then stay silent and don't pollute the forums with useless posts!

ever played the largest galaxy available? when you have over 100 planets then no you CANNOT be bothered... micromanagement kills on uberlarge maps (I max out the warp tech tree on those maps first thing because then I can build ships that go 30 parsecs per turn and ONLY take 10 turns to reach the enemy lines (vs three digit numbers)

The bonuses are bugged, when you click reset it does NOT remove all bonuses... if you MAUALLY deselect them it DOES. However reset still refunds you those points so you can create extra powerful races (20 point builds)... I don't mind if its available as a cheat but I dont want to get it ACCIDENTLY and ruin my fun.

Last I checked on the tech tree the neutrality learning center was researched AFTER discovery sphere... Neutrality can be researched first, but it only ENABLES you to research uber technologies... there were many MORE such issues in the past (stock exchange being worse then previous tech, stadium and VR modules incogruity, etc) which have so far been fixed in patches, this is just something that still needs to be fixed.

Lastly, the description for secret police says "+20% to base morale in this planet". It says nothing about preventing defections... it SHOULD have been +20% empire wide, but thats not what it says it is... so either the building needs changing, or its description does

First, deciding to be good, neutral or evil does give bonuses. If there are problems with these bonuses they need to be fixed. So saying just change it is not good for many people like me who just play the game and do not mod in anyway.

Second. I play neutral and I like that I get the extra tiles from my planets without researching terraforming. However, I hate having to manually go into and delete my research places to replace them with NLC. I play on gigantic. I just do not use them. Which means I do not get the bonus. It should be placed in the next patch that no matter what science building you have it will upgrade to your nlc. As to be honest I research the good evil traits before any science buildings.

Third the secret police agency is no good as well. It helps with the base morale and is suppossed to help but it does not. Would it not make sense since morale is calculated the same for everything else just to make it like NLC's are supposed to be. They provide a better boost then the best vr but they also cost more to make.

i just played a new game that was started with patch 1.11 and it seems like the learning centers are NOT fixed despite the patch notes saying it is!

I tried fixing it myself using the PlanetImprovements.xml only to find it doesn't work properly. The PlanetImprovements.xml does not allow a building to be set as the upgrade of more then one individual building. Setting it to the highest (Discovery Spheres) runs into problems if the learning centers are researched before any higher lever (but worse) tech.

It apparently updates all the research buildings after you have researched neutral learning centers, but after capturing planets and stuff, it doesn't upgrade. It does upgrade to discovery sphere tho.

I think in 1.1 and before it upgraded after Discovery Spheres to Neutrality Centers.
But it didn't with Invention Matrix.

Now with 1.11 it does upgrade with Invention Matrix, but not with Discovery Spheres.

basically its broken... i think the fix requires a change to the base code to allow multiple upgrade pathes with certain ones being "favored" if they exist. (ie, upgrade to neutrality centers if available, if not, upgrade to invention matrix/discovery sphere and check again if neutrality centers are available...)

NLC's come next in line to Research Acadamy on a separate branch.

And the fix is to set the upgrade target to Discovery Sphere, which will allow all research buildings to upgrade to it.

This is how I set mine in PlanetImprovements.xml:

If there is any research building, from a Xeno Lab to a Discovery Sphere, already built on the captured planet it will be set to upgrade to NLC, or nothing at all. At least mine works that way.

When a planet is taken, the already upgrading buildings may not change. But if you go one more turn they should all be updated to NLC's. If you want to set the build order at the time of capture, then simply cancel what has already been set to upgrade to a different building and replop the NLC upgrades in the order you want.

thats not a fix... discovery sphere is WORSE the NLC. How is it a fix to pay alot of money to DOWNGRADE Your NLC to discovery sphere? NLC is cheaper, cost less in maintenance, and produces more research...

I fiddled with it forever, there is no solution with the scripts, they need to change the code so that the scripts COULD be changed to fix this. They already adjusted the scripts and it STILL did NOT solve this...

You are not downgrading anything. The upgrade target for NLC is Discovery Sphere, which means NLC upgrades from, not to, the DS.

With the upgrade target set to DS, everything at or below DS will upgrade to NLC.

ah, it still doesn't work properly, because if you get NLC before discovery sphere (which you can!) it doesn't work properly...

Then mod the TechTree and make the NLC become available after Discos, like mine is. Problem solved.
