I have a question regarding alliances and evil civs. I'm currently playing as the Drengin on a large galaxy, vs the Korx, Yor, Arceans, Torians and Iconians. I got a very nice starting position and since fairly early on it's been a bit of a foregone conclusion that I'm going to win. GC2 has by far the best AI I've encountered in a strategy game, with only Civ 4 running it anywhere close (and even that has to cheat on the higher levels).
I would agree with getting engine techs and universal translator early on. Also, don't leave space weapons too long - being able to produce some sort of ship with a gun can often be quite useful (particularly on smaller maps). The main thing with tech though is trade trade trade (IMO). I believe I'm right in saying that the 3 types of starbase were introduced to combat an exploit in Galciv 1 (presumably to do with starbases being overpowered). I think I read this in another post/Dev journal.
Surely the point is that the AI is trying to win the game as well? Why would it attack someone stronger than itself?
Tactical combat WOULD make this a completely different game. You only need to look at a game like Rome - Total war to see how much tactical combat changes a game. In GC2, the warfare aspect of the game is about designing and building a fleet which exploits your enemies weaknesses strategically, through the 3 weapon / 3 defence type system, as well as range and speed considerations. Eric1000 - the 'ability' of the AI to take on your ships one at a time is simply the lack of an orbital fleet manager (which you can build after researching planetary defences I think) on the planet in question. This works in exactly the same way for the AI - no fleet manager = ships getting picked off one by one. Edit: I see I was a bit slow posting this!

I read somewhere else that if you move a ship/fleet onto the starbase and open up the information window you can select and delete the rally point that way. Not exactly an ideal solution though (and have not tried it myself). Hope this helps.
My play.com order is apparently 'processing' @ the moment so hopefully that means my shiny new copy of GC2 should be arriving soon! Good news for all those of us in the UK who have been drooling with anticipation for ages.
