we haven't been able to reproduce this in house... can you take a video of what's happening or something? http://www.fraps.com/ is a free utility you can use to capture game video (could upload to youtube or wherever). Or perhaps even more specific info about the situation? when are you moving your sovereign there? is it the sovereign alone? is something else going on at the same time?

it's not just like civ, however, if you build certain improvements in your cities you can get money or research bonuses when you aren't building anything. which will make it count as building something for the purposes of auto turn
