The major Human research facility we saw was on Reach I think but that wouldn't work. Since the Covenant get their tech by imitating the Forerunners maybe they could have a Forerunner derelict ship to learn from.

In Mass Effect IIRC the main weapons are missiles and railguns aren't they? With Lasers serving as anti-fighter/bomber weapons and aren't used against big ships so all the ships would have to follow those rules

Just make stealth an upgrade for frigates since the technology was resarched by Turians and Humans they both get the stealth upgrade but to balance it give the Geth a different ability that could be just as useful. Also I was reading the Codex and it says that there is no FTL sensors so the incoming fleet research won't work in this mod.

In the Mass Effect Codex isn't there a list of ships that could be used for this? Also Why not have the Geth/Reapers, Citadel species and perhaps the Quarians who focus on spamming weak ships rather than strong ones also since they have enviro suits they wouldn't need tech to colonise ice or lava worlds and since each ship has a large population everything above frigates could colonise worlds. Elites crewed the big new powerful ships but according to the Contact Harvest Brutes crewed big old ships and Jackals crewed small ships. So you could make it a class system in which you start at say jackal at the small ships move up to brutes at the cruisers then Elites at the capitals and possibly end at prophets at the biggest, strongest capital.
