Hmmm...I wonder if I just lucky when I selected those options for my custom race. I'm still playing my +20PQ% game and it's a blast. I'm know I'm still a "Noob" here but I got some really nice worlds to work with. I guess you just have to get really lucky. I was also playing with occasonal planets so that may have had a part.

"Give me the tech or I will destroy you with all of my force" or promise to help later EX. you tell someone to declare war on your enemy and you promise to help in 50 turns when you are more prepared for war
As a fix for this problem you could pay as the Thalans or Korx. The Thalan's have a class 15 homeworld and nothing else while the Korx's is a class 8. If it really bugs you that much you could use one of these. Or you could design your own race and they don't get a small planet near by.
Keep in mind that you also have more money going into your military spending. When at peace you may only have a few planets building ships but when you go to war every available planet starts producing

I often switch over to another program (like these forums) while it is loading and it plays in the background. When the mumbling song is over the program is loaded. This could be your problem becuse your computer is doing 2 things.

Something more than just a bunch of guys running on to a feild and shooting. Maybe like what you guys said, when you get net techs you should see a change. Prehaps new tanks or weapons used.
There a many debates on what tactics to use and when to use them. So I was wondering, what do you guys think is the single most important thing to focus on. Are ships with high hitpoints best? Which do you prefer: weapons, defenses, or speed? Which gives you the best tactical advantage? Just looking for some opinions.

Nobody has been talking about miltary starbases. Eco are nice, but military are great!! I once had a pirate feet spawn next to one of my worlds that had only a single slightly outdated small ship deffending it. My main fleet was across the galaxy I sent it racing to help, but I knew the ship was a loss. To my surprise, it won!! It was close, but a single outdated small ship took on and won

I was thinking, since there are 5 types of ship hulls and extras, why not have starbases that look different for different races. The new looks could be attached with the ship styles and it would add another graphic aspect to the game. What do you guys think?
the damage to the planet should occur regardless of victory status. I agree completely. The rocks don't stop just becuse you didn't win.

Small worlds (say class seven or less) or devoted to economy. Are you crazy? Putting small worlds as money is not that smart. Put the smallest, say 7 and down to research because research is on an empire total, not individual planets.
