Naota Reign has the right of it. I would suggest some stock markets as well, if you don't do super breeders. Without super breeders, you can't skip over the economic hump the same way and you will need some additional help getting into the clear.

It's worth noting that every player can build an SCC, so it's possible to have more than one in the game if you capture one, after having already built your own (works just like shrinkers or manu/econ capitals). I've had three or four before in a single game.

That may be a bug. Haven't tried with the latest builds, but you could stack standard troop modules in older versions.
There is still a place for fleets. When you are attacking an enemy fleet that you can't destroy in one turn with a single ship and some of your ships will survive to the next round of combat, it may make more sense to use a fleet. Since you mentioned the Altarian superability....There are places for abuse here. For instance, go evil as the Altarians. You still have their superablity. But none of them guarantee victory and they are still fun!

The relationships at friendly is why you can't get them to declare war on other races...It's simply too high. Are you playing DA? You might be seeing the affect of the Drath superability. They can pretty much get anyone to declare war on you and if you are at war with them, they will use it. Brisbane (CA) has been pretty much been merged into the mega city at this point. All the little towns between San Francisco and San Jose all still technically exist, but they are really part of "The Bay Area" or "The Peninsula" if you want to specify what part of the bay area. I currently live in Mountain View (one of those towns, but still fairly well known) and I used to live in Burlingame (another one of those towns, but no one has ever heard of it) only a couple of miles south of Brisbane.

The default is for all buildings to autoupgrade to the best version available. Whenever a new building type becomes available, it simply changes whatever buildings of the old type that were in the queue to the new type and adds an upgrade to the bottom of the queue for any buildings that were previously finished.
