beginner level is a joke. try a much harder level (tough+). but then it is still easier to do militarly conquest victory than other victories (atleast for me). so...to answer your question, Yes...somewhat.

try Rename your starbase to your personal system. so when the upgrade dialog pops up you know which base it is for.
I applaud that changes are being made, but personally I think difficulty needs to be more than just to the 1.1 power. Masochistic (assuming that is 10) now multiplies by 10, and after taking it to the 1.1 power, that now multiplies the score by 12.6, whereas playing at "tough" is defined by 7, which would multiply the score by 8.5 (instead of the seven before). there several things you can do: max out population (if you could keep them happy). don't expand TOO quickly (it is costly to build up,each new planet. so... don't bite more than you can chew). don't build unnecessary buildings (not every planets need to have a starport, a farm, a bank, etc.) lower your social spending to avoid waste. well... instead of asking for tech, you could ask for money, planets, ships, starbase, etc. there are lots things to ask for, not just tech.
