Now with the system you propose, it sounds a lot better than random galactic priates offering their service. Not that galactic pirates can't exist, but it would be game unbalancing and no one would build their own ships. The system sounds quite interesting and would add economic and diplomatic depth.. so much I don't think it'll be possible for an update. Perhaps some sort of expansion. Attack radius of one would be an interesting addition. Since starbases have to be 3 spaces away from each other, there would still be some room to navigate. The AI probably can't deal with it though. This "idea" would be better suited to a mod that someone could put out. I personally don't think it would be all that fun to be honest unless the mechanics of how fleet combat worked deepened greatly to further enrich the strategic options of this aspect of game play. I really doubt that it's within the scope of a mod.

I don't think they can, but don't take my words for it. You can easily control whether you win a research victory or not (just don't research that last tech and set the spending to 0). Cultural victory might be a bit trickier though.

also, solar cells only push you foward if a star is behind you. it would only be functional when trying to leave a solar system. "Strategic Mode" ? 'splain please on the main map, you get to attack one ship, move a grid, attack another ship, move a grid.. etc. If you have an powerful fleet that only travels at rate of 1parasec/week.. the opponent might have enough time to construct a force to counter it.

I would think that a neutral faction would trade if there's profit to be gained and by profit it would be long-run benefit (though that's hard). Another oddity is minor civs building influence starbases. There's no point to it. Minor civs don't seem to even have influence, so why should they bother to build those things? I could understand it if they were in the business of selling the things to other civs, but they personally have no use for them.[/qoute] Maybe they were in the danger of having a cultural flip, in that case they would need influence to prevent themselves from being taken over culturally.

Solar sails... it would look cool but it should not be added to the tech tree. Solar sails or photon sails rely on photons bombarding the sail, it is slow, very very slow. The hyperdrive is capable of faster than light travel, there would be no reason for solar sails. Also, what if there's no light in the space you are in.. space is a big big place. I agree with the tedious research part, but that is probably put in just to prevent a player from researching everything during the first stage.
