I know the ship designer and the 3d graphics were touted as a major feature of GC2. I tinkered with the ship designer for half hour when I first got the game. Anything lower than 8 with no visibly upgradeable tiles becomes an all out research facility. 1 Factory then all labs. If the planet has upgradeable tiles bringing it up to 9 or more, it gets 1 factory, 1 starport and then all labs. I panic buy (rush buy sounds way too controlled) everything I can to get my colony ships out faster. Definately not a bug. Being Neutral means that all squares become immediately available and don't need soil enhancement, habitat improvement and so forth. You need to build more farms for more pop over 5 bil, no matter what PQ you have. When you go neutral all the squares become available..
