Ive had this happen multiple times, the AI is way to senstive with your troop transports. For example i was at war with a race, and i had my transports on my side of the boarder ready to cross over on the next turn. However there was another race i had good relations with further below on the map, however they shared a border with the race i had hostilities with. yea its diffently due to out dated drivers, update them just to fix a possible problem And they r suppose to be empty at first, they r for moddin the game and to save your custom ships

Yea that dual core driver from amd fixed all my issues back when i first got the game. As for sp2, just update to it.
