What Happened to the Arceans?

I was playing as the humans and was doing pretty good. I got a notice saying that Marcus 1 or whatever had built a constructor. This was strange because I didn't own Marcus 1. I went looking for it and found it, literally, on the other side of the galaxy. Another nearby system that I wasn't supposed to own was Arcea. I hadn't met the Arceans yet. I guess they were in a war and surrendered easily like I have read about in other forums. They shouldn't have, because very few ships from this time period could even have reached tham where they were. Sectors of empty space seperated them from the Torians, the only nearby civilization. The weirdest part about this was that I didn't get any kind of a notice at all about inheriting planets. What's going on?

Just some odd things I've learned by watching the AI declare war and/or surrender.

1) The AI will quite willingly declare war when it has no chance of actually doing anything. I've had the Yor declare war on me when it hadn't researched a single weapon tech. I've had the Yor declare war when they were at the opposite end of a gigantic galaxy, and the only reason we had any contact at all was because the Yor Flagship went through a wormhole and passed through my space on the way home. It would have taken a very extended chain of starbases through 2 or 3 other races territories for them to reach me.

2) I'm not sure the AI has always been at war when they surrendered, but I know cases where they surrendered without firing a shot because they declared war or had war declared on them by someone out of combat range, and the other race was able to expand/build up faster than they were, so the AI assumed that it was loosing the war, even though no combat was taking place.

Finally, the notices that someone has surrendered to you aren't in game yet. They were there for GC1, so I'm sure they're coming for GC2.
