Beta 4 - Minor Save Load bug

If you load a save just after creating a new game, the tech screen when the save loads will be messed up, like so:
(This is from a save on turn 1 or so.)
If you click a bit on the techs you're not supposed to have, it'll crash.
You don't actually have the techs shown, however. I confirmed this by saving and loading the "bugged" save from the main menu.
