The same as if you had. You don't "buy" the beta as such, you just get access to it if you preorder (and prepay) for GC2.

EBGames and Best Buy both show the game prices as 39.95. I dunno how accurate it is though.

If you buy using TotalGaming tokens you can buy 5 tokens (GalCiv2 price) for $34.95 and if you buy 10 tokens (5 spare for some other game) it will cost you $65 meaning $32.5 for this game .

That's only if you're already a member, however.   It's $69.95 to join TotalGaming and get your first 10 Tokens, after that you can buy boosters for the prices Lord KiRon indicated.
