Am I the only target in the universe?

Okay, I've tried 5 games in a row now, with identical results...EVERYBODY declaring war against me, and having them send 40 ships and invaders to attack me. Some have better ships then I do and more planets, so why am I so tempting a target, for all empires? Why I'm at it, how is it that other empires KNOW the quality of worlds hidden from their view??? Also, Why are they CLUSTERED right on my borders, leaving the rest of the map freed up? These are some serious gameplay mechanics that need to be address before the final game ships!

Well for one what difficulty do you play at? This determines to a large degree how your relations will turn out with other races.
In GC1 there are tactics called "cookie cutters" for your first 10 or so turns to make your starting position and other things work in your favor.

Also your starting position can play a big role in initial rush for starting new planets etc...for any race.

Your other question is answered by the game itself. These aliens races have been scouring the universe far longer and know from start of game where the prime planets, resources are located.

I did get a nice staring locations...isolated! ( I started the latest game multiple times to get that location). I can't even bribe them to stop attacking me.

I think half of your problems are down to the lack of diplomacy in this beta build. Essentially everyone is at war with everyone. Beta 4 will have diplomacy in so the gameplay will move up 10 notches right there.

I'm not sure about your start locations, its not something I've noticed so it might be sheer bad luck.

without That blasted Diplomacy your screwed Custom ships can't stand up to the Default Alien war machines nor can other ships you control. i really ampthesize the ablity to enhance somehow the abblity to Increase the capicty of ship hulls enough for some serious hardware... weapons like engines... (really defensive weapons must increase power to supply entire ship!) they should vary upon the ship's hull itself

What you should do:
#1) Don't play with many worlds. Seriously. The AI knows where every world is from the start (A huge game ruinner). So, they build the precise number of colony ships ASAP, and send them out to grab all worlds as fast as they can manage. You won't know where any worlds are (you can no longer just head to stars to find them first). So play with rare stars and low world counts. This means that the AI won't end up bigger then you, and therefore decide to bully you or annex you later in the game.
#2) Play on the low levels of AI smarts. That's right. You heard me. Play with the AI dumbed down, and work your way up.
#3) You will always be hated. This is due to not only the Diplomacy missing, but the Moral events. You start at the super evil rating. And have no way to change that in game. Whoospie!
#4) Always adjust the race you are starting out as. I've noticed that the humans on my game generations tend to start with a lot of negatives. Have to go in, and "pick my 10" to get them to something reasonable. (THIS IS A PAIN! STOP IT SD!)

Also, apply the tiny or small game rules from GC1 for starting off. (IE, kicking your spending to 100%, setting your tax rate at your preferred level, etc etc etc).

By keeping the world count *down*, you can keep your empire in line with the AIs, so they won't immediately come after you because you are so weak. There is, however, not much you can do about being the evilest empire ever, and them coming after you for that. Other then making a strong empire, and using trade to make them overlook your evil ways.

actually all the computers are evil. unlike good civs, Evil civs will destroy other Evil civs indisricminatly. Good civs don't do this and will actually back other good civs in war if it is in their best interests

The intel in my game claims they are neutral or saintly (for the Altarians).

Good civs have to wage war on Evil, unless you can offset their unhappiness with you via bribes and trade. And visa versa, actually, all things being evil.

Good can wage war on Good. Happens all the time in GC1. Now, Good civs are more likely to decide to help out a Good Civ fighting an Evil Civ, because they hate the Evil Civ so much. That does happen.
