problem when upgrade starport

When i upgrade a basic starport, if during the construction I save my game and reload them, the construct time for upgrading starport is set to -1 week and the construction never finished.
When I cancel this construction I can't rebuilt another starport on this planet.
I don't know if this happens with others building upgrade.

I reported this bug back in Beta 2, so it was probably never addressed.
