Democracy games is what puls me and with GCII not being MP then I tried to think of a way to give some of us what we want.
The easiest way I can think of at the moment is to have a AI Pack available for purchase so the price of the base game is not affected.
This pack would add AI personalities/play style and also give the option in the setup of a game so you can choose how many players up to X and which AIs you will use for each player.
