Did you check the MODs forum? That's where most of the modding goes on. I'm sure you can find the resources you need there.

Galciv Writer was made by HawaiiFive-O. He is the Lead Administrator of the galciv forums at my website. He has his own set of forums at CDG. Here is the link: http://www.cdgroup.org/forums/tbs/gc/index.php?h=1&pf=83

I am not sure what RAD Video Tools you are referring to? He wrote the program from scratch it is not the one you suggest it is. Mods in general can be made with notepad alone. Galciv writer takes the guess work out of making them. Excellent program! :HOT: :CONGRAT:

Rad video tools is an excellent video encoding/conversion program. A LOT of games use its proprietary video format, called Bink, including Galactic Civilizations. It will also convert graphics, sounds, etc. Extremely useful and completely free.

You don't necessarily need it to modify graphics, but you will if you want to change any of the games .bik files. If you want to edit events, techs, etc. you don't need it at all. Just follow the link that Desert Fox posted to get HawaiiFive-0's Galciv Writer. If you want to modify ships, you'll also need a program called MUtil which can be found in the mod forum.
