The Outcasts is an Empire based on your own ideals. You don't have to contribute anything to the empire itself to be a part of it. It's all about your choices. You join just to be in an Empire and you get lots of points by yourself. After all, we are "Outcasts." There is no prerequisite for joining, you just have to have GalCiv and go to the Outcasts Metaverse page and join there. I'm on the foruom alot so if you have any questions place them as a reply on this post.

Oh yeah if you like magic cards dont join because i hate magic cards and anyone who plays them.
