Player Titles?

How come since the attack on Galciv/Wincust some of us have not got our titles back whilst others have?

I heard from a chap that the hackers caused more damage than is apparent and they're still working on it mate

Other than Cari-Elf getting her senator title back, it seems only relatively new players have gotten the citizen title.
