Sounds like a system I'd be sending a colony ship with 40 mil pop to! Start with low population and get Soil Enh. and Hab Improv. quick! Watch the pop grow like rabbits in a box!! :D

I would be so there! Culture bomber delight. Sure, it will be a bit of a fixer-upper unless one can roast some worms upon colonization, but one of these puppies anywhere near an alien will put the hurt on them.
