Cheat Keys?

I have a question:
Why is there an option in the in-game options menu to "Enable Cheat Keys."
I haven't played this game in awhile(4-5 mos., I think). In the meantime, I upgraded my OS and was forced to reinstall GalCiv. At the same time, I downloaded and installed the new expansion pack. When I was going thru the in-game options menu, I noticed the option, "Enable Cheat Keys."
First of all, I was under the(apparently incorrect) impression that there weren't any "built-in" cheats in this game.
Secondly, why the heck would someone want to cheat, in the first place. I can't imagine that cheating in this particular game would be enjoyable. Don't get me wrong: certain games make cheating a lot of fun; but this one doesn't seem like it's one of those. Maybe I'm wrong. For me, one of the most enjoyable aspects of this GalCiv is the challenge of fighting to win against all the odds.
I realize that there is probably some enormous, glaring fact that I have missed that would make all of this excruciatingly clear. Mark it down to inexperience and good, old-fashioned ignorance. Please feel free, anyone, to enlighten me.
