How could the exploration stage of Galciv be improved?

This topic has no doubt been debated before...
I was wondering recently why I loved the start of civ2 and civ3 and AC so much, and why I have come to not like the start of Galciv on a map size any greater than small.
In those games, there is excitement in discovery. Scouts discovered mountains, lush plains, rivers, resources etc. And they would show parts of the map that had strategic implications like a mountain pass or a choke point on a waterway. You need to prioritise which part of the map must be colonised first. Plus, you have to also defend new colonies ASAP or indeed, send a defender with the settler, and build workers to develop the countryside. All of that exploration, prioritising and juggling of which units to build (ie settler, defender, worker) is fun. MOO has a similar strategic start with its space lanes.
With Galciv, the only imperative is to colonise every colonisable star system (more or less). There is no particular need to build defenders, even if they are available to build.
I wonder how Galciv could increase that aspect of discovery. Unfortunately, I am not a game designer so I have few ideas.
