Sorry Chris for taking the thread a little off topic before, I was caught unaware by a nostalgia kick

. I think the commercial staples most of us use are Paint Shop Pro and Photoshop.
There is also a free program called Gimp.
Then on top of these are more specialist/dedicated programs such as Terragon and Bryce. (These specialist programs are often frowned upon because they invite a degree of laziness and mass produced look that folks tire of. However in the hands of a committed and thoughtful user they can be wonderful tools).
Now as PSP has been taken over recently the price point and pattern of development may alter - This may be another reason to ask those in the know what the real difference(s) between the full blown photoshop program and its lighter version - photoshop elements is/are.
There are many tutorials on the web aimed at the various programs which will give you a clue as to how they work, what you will need to master and what you can hope to begin to achieve - I don't know about Photoshop - but PSP has a trial version you can download.
