Not all DesktopX themes, objects and widgets support international weather information. You could try the Core Weather widget by mormegil to see how it's done https://www.wincustomize.com/skins.asp?library=34&SkinID=118 Just click on the location area in the widget and repalce it with Vienna, Austria.

Usually you click the location, and then enter the location code (such as a US zip code, or 8-character weather.com code). If you don't use a weather object that supports looking up the location by name, you'll need to look up the code for Vienna. Weather objects by Tiggz and my LookingGlass objects are some that will just let you type in the name "Vienna, Austria". Search the DX Objects library for "LookingGlass" to see the various versions available.
