From browsing the skins it doesn't look like My Splinter Cell includes shellstyle support. Try a skin that does and see what happens. I have not actually DL'ed it, but from first guess that would be your problem.

Are you using the shareware version of WindowBlinds? Some features will be disabled if that's the case.
