How to get ships on orbit?

I haveing my first steps in this universe and i realised something usefull.
Some of my planets are "generating" ships to orbit. I dont know how to mke planets to do that, Most of them has same buildings, but i experienced only on some planet.
They cannot be selected, but they are noticed by a little green shield on the the planet.
So how to make planets to produce them?

Starports convert military production into ships. Once completed it'll be released into orbit of the planet where the starport is at.

Most likely you want to have a starport on every planet.

Yeap! I do.
Im not sure about the disadvantage of it, but if my main shipbuilder planet can do a ship in 2 rounds and every other can make it 40, s soon i have 20 planets i literary doubled the construction
