Title bars, auto hide?

Who can show the settings menu where I can turn off the title bars from auto-hiding?

My install on my other laptop always shows the title bars, but this one only shows when I hover over them.

They're not supposed to "Auto hide" Never heard of such a thing ?

-Are you sure you mean "Title bars" ?

What do your settings look like here:

Do you have always show on? Do you have mouseover on?
