A lot of people here have done WinAMP skins over the years.
I stuck with 2.9x because anything after that was basically crap....and then TSF did far better work with WMP anyway.
There is a 'skin maker' for the 2x series...but it's absolute rubbish...and we don't accept skins made by it....because they are absolute rubbish.
The 2x series is 'simple'...but it requires you to understand what goes where....how...and why...and then to know your way around [any] graphic proggy that can do a bitmap...

winamp has animated skins also- sure they are not as good as some wmps but show me any that is close to compete with TSF since there is hardly any...
but the sound of wmp is not as adjustable as in winamp ok meanwhile it might be dont know... sorry Andy for abusing your topic...didnt know it would go off topic SORRY
Its ok if you stick to Xion i didn´t wanted to force you to make a winamp skin i just thought it would be cool to have this one as it.
