I'm not sure what it did. But from the message, I think it forecasts my doom, somehow...

Judging by what apparently happened next (if your post about being culturally eliminated was from the same game), I'd guess it's not a random event at all - it's a warning that you're close to being culturally eliminated.

The warning you got was that the Terrans had achieved the necessary % control (Influence-wise) for an Influence victory.

One desperate measure you could attempt would be to build Influence starbases out in Neutral Space to try to get the Terran span of control back under the Influence Victory conditions.

Thing you have to bear in mind is that no influence victory is possible for a civ while they are at war.

I normally do this to others! XD   If the terrans are using influence starbases blow them up!if not your buggered!,no seriously build influnce bases of your own.
