Need a quick tip...

Hey, guys. I'm hoping you can give me a little help. There must be something I'm missing. I have, like, three or four planets in my empire whose production is completely stangant. On every world, I have to buy all the buildings myself. There are plenty of factories. My approval is 100&. But the ETA on anything I try to build on this world is "Never". Anyone have an idea what's up?

One can "buy" a building on a planet even if one does not have the tech to olonize it.  (At least one can do this in DA.)

Typically, other than by colonization, one can gain a planet in trade, by influence, after invasion, or by surrender.  One need not have the colonizing tech to gain planets by those other means.  In such cases, one inherits the buildings (and population) but cannot build.  That one can "Buy" the buildings anyway is a long-standing "bug" or maybe "feature."

They are (as LTjim is saying) most likely planets that require Advanced Colonization techs to colonize. If you by one way or another gain an Aquatic world, but don't have either of the two Aquatic colonizations techs, you will not generate any social or military production through factories. (You can recognise these worlds, because their icon will be red to indicate you don't have the techs, yellow indicates you have one of the two (production works at 50%), green indicates you have both techs. Research generation works as on any other world though, this also means that if you generate enough researchpoints on the planet, putting the Focus on social construction WILL allow you to build using a percentage (20% or 25%) of the researchpoints.  Buying works aswell.

If this is not the case with your planets, I wouldn't know what else'd explain it. ;)
