What is Construction Time?

Hi all.  I'm new to GalCiv2 and was wondering what the 'Construction Time' is on a Mining Base that has been created on an Asteroid Belt.

I sent my mining ship to an asteroid, it built a base, and I've assigned the base to a planet.  I understand the base gives a boost to the production, but I'm not sure what the 'construction time' is.  Both my bases say the construction time is 10 weeks, and that number doesn't seem to change.  Another civ I found has a base with a construction time of 1 week.

Its the time remaining to complete the next upgrade (if you have researched that tech level in Space Mining).  If your space miner(s) get destroyed,  you can complete later,  choosing the asteroid with the least construction time remaining.

Or on the larger maps, click 'automate' and forget 'em.

Just make sure that on larger maps, you get several more of them since otherwise, it will take forever for all of them to develop all of the asteroids.
