Planet flipping, or lack of...

Hi, I am playing the original game fully patched, largest map, 9 ai, "tough" difficulty. I currently control over a third of the map and have an influence rating through the roof. My current problem is that I have several (read:around 20) planets in my borders that belong to the ai and are marked red, having a foreign influance rating of over 4.00.  Some of them have over ten, one even 19, and yet they dont flip. Turn after turn, some of them have been red for years and years, and yet they still hold on. Is there something im overlooking or doing wrong? Thanks!

Do you have the Mind Control Center built?

In DL and DA, its code is...not working as intended.  It gives an economic bonus instead, but as a side effect, it also inhibits flipping, rather than supporting it.

Ah, theres the problem, thanks! I knew it was broken, but I didnt realize it had the opposite effect.

Doesn't it take four times the native influence to flip a planet, that is if their influence towards their people is 25, you need as much as 100 to have the slightest chance to have them flip over?

Yes, the red figures puzzle me too, but display bugs are virtually everywhere these days.
In MOO3 there was a similar bug which indicated cash allocation breakpoints to industry and research at the wrong places. I.e. sometimes the color changed, say from yellow to ocher, but production/research efficiency didn't change at that point. Just my thoughts.
