Are the racenames from English.str in DA/TA ignored? Is there any way how to avoid xxx.raceconfigxml files?

First of all, there are only MajorRaces up to:
[Race9] Iconian Empire

-> i.e. no Korath Clan or Krynn Consulate. When I try to add or change them, there seems to be no impact in the game at all. Does this mean that this file [Language.str] is no more used for the major/minor race names and all the 'language-specific' texts have to be changed via RaceConfig.xml?

And secondly, what's the heck the 'thing' with editing 2 files instead of one - when one wishes to change the name for the major race? I mean both the basic stats in RaceConfig AND another one config file (xxx.raceconfigxml) in MyDocuments (for each race that was changed/renamed)?? Isn't here any way around? Say something like using localization files and / or forbidding any further race customizations after its selection?

Honestly, is the custom English.str file used in mods at all? When I copy it under my mod, no changes are reflected in game - or it needs to be in some special directory? But  ..\english does not work either..

How one can use localization strings for mod's purpose? Is there any way to changes names in DA/TA through custom localization??
